On February 25, 2026, a panel discussion on “Constitutional Changes: Why and How They Are Adopted” was held at the Higher Multidisciplinary Civil Defense College. The meeting was initiated and moderated by the head of the Civil Defense Department, CD Colonel Kadyrov Ramazan Tatjanovich. The event was organized for teachers with the aim of improving legal literacy and deepening understanding of constitutional processes in the Republic of Kazakhstan.

            During the discussion, participants examined in detail the significance of the Constitution as the fundamental law of the state, which defines the basic principles of social order, the system of state power, and the rights of citizens.

            Colonel Kadyrov R.T. emphasized that constitutional reforms are not just a legal procedure, but a reflection of public demand aimed at strengthening democratic institutions, developing the rule of law, and increasing the accountability of government bodies to society. In his speech, he discussed in detail the mechanisms for making amendments, the role of Parliament and the republican referendum, as well as the principles of openness and legitimacy of such decisions.

            In an open dialogue format, teachers were able to ask questions, discuss the practical significance of constitutional changes for the education system, and exchange views on the role of teachers in shaping students' active civic stance and respect for the law.
