Cooperation between the MCDC and the International Civil Defence Organisation (ICDO)
On May 12, 2016 the management of the Multidisciplinary Civil Defence College (MCDC) visited Bishkek (Kyrgyz Republic ) to participate in the 22 session of the General Assembly of the International Civil Defence Organization (ICDO).
In accordance with the Constitution and the Internal Regulations of the ICDO, and pursuant the procedures and criteria for accession to the status of affiliated member, Multidisciplinary Civil Defence College was admitted to the status of ICDO affiliated member.
The International Civil Defence Organisation (ICDO) is an international intergovernmental organisation with the objective to contribute to the development by States of structures ensuring the protection and assistance of population and safeguarding property and the environment from natural or man-made disasters.
ICDO objectives are: to establish links between national civil defence services, to contribute to research in the field of protection of the population, to arrange the exchange of experience and to coordinate the efforts on prevention, preparedness and response to emergencies caused by natural disasters in peacetime or use of weapons in case of conflict.
Currently, the ICDO consists of 56 member states, including the Republic of Kazakhstan, being a member of ICDO since 1996.
Cooperation between the MCDC and the ICDO is maintained since 2011 within the framework of the joint work on the organization of the regional training courses under the aegis of the ICDO on the territory of the Republic of Kazakhstan on “Emergency Management and Actions of the Executive Heads in Emergency Situations” topic. Particularly, during the period from 2011 to 2013, on-site training courses were organized at the oil and gas industry facilities, mining and energy sectors, such as the Karachaganak Oil and Gas Field, Gold Extracting Factory «Altyntau Kokshetau» LLP, etc.
As a result of effective cooperation, in 2014 the ICDO had kindly donated to the MCDC the humanitarian supplies in the form of instructional rescue equipment and life-saving tools, as well as special means of individual protection for the students during their practical trainings.
Further development of the international relations of the MCDC as an affiliated member of the ICDO will give impetus to the capacity-building of the specialized educational institution, and will significantly enhance the ability to ensure quality training of emergency responders and civilians in international regional courses under the aegis of the ICDO.
